 Landfill Permitting, Design, and Construction

B&L was the principal author of an Environmental Impact Statement and alternatives analysis that resulted in the issuance of a Corps of Engineers wetland permit to allow for 46.6 acres of federally regulated wetlands to be impacted by development of the Regional Landfill.  B&L also prepared the applications and received regulatory approval of the solid waste permits and Title V air permit for the 150-acre Subtitle D landfill facility.  Following issuance of the permits, B&L prepared final plans and specifications for the site access roads, leachate storage and loadout facility, the first 23.6 acres of double composite liner, leachate pump station, fueling facility, scale, operations and maintenance facility, storage facilities, site-wide SCADA system, and an extensive stormwater management and staged sediment control system.  B&L was responsible for all construction administration and inspection for the project.

 Landfill Gas Utilization

City of Auburn Landfill

AuburnLFGRecoveryEquipment.jpgB&L provided the permitting, design, and construction administration and inspection services for the collection of landfill gas from the closed 42-acre landfill and from the active 20-acre landfill. The collected gas is conveyed to the City's existing water pollution control facility via a 2-mile compressed gas pipeline and is used to operate the sludge incinerator. Excess gas not used for sludge incineration is sent to a flare at the landfill site.

 Landfill Expansion
Fulton County Landfill

B&L prepared final design and bid documents for a 13-acre liner expansion as well as the Title V permit application for the Subtitle D landfill. In addition to the liner design, B&L designed a new scale house, leahcate conveyance system enhancements and site-wide SCADA system for landfill monitoring. The liner system design included a state-of-the-art double composite liner system which incorporated tire chips in the primary collection layer. Construction administration and inspection services were provided by B&L.

 Leachate Recirculation and Landfill Gas Management

OntarioLeachateRecirc.jpgB&L completed the final design of a leachate recirculation system for a 13-acre section of the active 2,000-ton-per-day Subtitle D landfill. The existing leachate pump station was retrofitted to accommodate the recirculation system. B&L also designed the active landfill gas collection system for the facility which incorporates both horizontal and vertical collection techniques. The collection system draws over 2,000 cfm of gas to an on-site landfill gas to energy plant which generates more than 5.6 MW of electricity.

 Cortland County Landfill Closure
Remedial Action Landfill Closure

B&L completed the remedial investigation and feasibility study for this 44-acre hazardous waste (Superfund Site) inactive landfill. B&L provided the remedial design and construction administration and inspection services for the closure. The work included relocation of waste to improve the landfill grades and to consolidate the footprint. The landfill cap features a 40 mil linear low density polyethylene geomembrane, a composite geonet drainage layer and extensive stormwater management system,and gas management system.

 Transfer Stations
Hamilton County

B&L provided the permitting, design and construction administration for two open top transfer stations. Both stations are located within the Adirondack Park and required compliance with the Adirondack Park Agency's stringent permitting requirements. The stations include a 3,600-square-foot building enclosure that houses a 2,400-square-foot tipping floor and a 100-cubic-yard open top container. The waste is transported to a regional landfill for disposal.
