City of Saratoga Springs South Broadway Rehabilitation Project Garners Public Works Award
Barton & Loguidice Recognized as Engineer
The City of Saratoga Springs has been awarded a 2009 Transportation Project of the Year Award from the American Public Works Association (APWA) Capital Branch for addressing infrastructure deterioration and congestion management issues at the City's South Broadway commercial gateway.
What began as a routine road rehabilitation encountered several roadblocks in the form of severely deteriorated underground utilities and the exposure of a previous two-lane concrete section of roadway found during the initial construction excavation.
Once the corridor was opened up for construction the magnitude of abandoned and active utilities including water, sanitary, gas, and drainage was revealed. The City worked with Albany engineering firm Barton & Loguidice, P.C., (B&L), the New York State Department of Transportation, and National Grid to address the various crossings of proposed and existing utilities.
The South Broadway Rehabilitation Project included pavement rehabilitation, full-depth pavement reconstruction areas, closed drainage system improvements, access control, installation of ADA Accessibility Guidelines for Buildings and Facilities (ADAAG) compliant sidewalks and curb ramps, pavement striping, signs, and installation of curbing for this three-lane, half-mile urban arterial.
The project also included improvements at two signalized intersections with the addition of turning lanes and the replacement of traffic signal hardware.
The project was partially funded by the Federal Highway Administration (FHWA) (80%), NYS Marchiselli Bond Funding (15%), and local funding (5%).
The award recognized Barton & Loguidice, P.C. as the designer of the project. B&L provided full preliminary and final design services, and provided construction support and inspection services during the construction phase of the project. Kubricky Construction Corporation was recognized on the award as the contractor.
